Monitoring and evaluation: independent evaluator

We invite suitably qualified consultants and research organisations to tender for independent evaluation services for either or both of the following significant programmes:

Lot 1: Independent Evaluation of Black Heritage in Northern Ireland: The Hidden History Project (National Lottery Heritage Fund project reference NL-21-00195).

This opportunity involves evaluating the current delivery phase of this project, which seeks to uncover, preserve, interpret, celebrate and widely disseminate the often-overlooked histories and contributions of Black people, particularly people of African and Caribbean descent, to Northern Ireland. The project runs until October 2027. The maximum available budget for this evaluation is £12,000.

Lot 2: Independent Evaluation of the PEACEPLUS Intercultural Cross-Border Inclusion Programme (ICIP / PP00710).

This opportunity involves evaluating a three-year cross-border programme that seeks to foster positive relations by identifying and challenging institutional and structural racism, strengthening relationships across difference and increasing confidence, participation and inclusion among minority ethnic communities. The programme runs until August 2028. The maximum available budget for this evaluation is €29,900 (approx. £26,000).

We extend our thanks to all who have submitted clarification questions since this tender opportunity was initially posted on 7 October 2026. We have endeavoured to address these within the updated tender specification document [insert download link] although to clarify some additional points:

In principle we are happy to receive tenders from individuals/organisations based outside the island of Ireland, although at least some in-person attendance is likely to be necessary in the course of completing either/both evaluations.
We do not anticipate evaluators sub-contracting any of this work to third parties.
